What Changed?
Effective September 1, 2025, Texas now requires all businesses that send text messages or make marketing calls to Texas residents to register with the Texas Secretary of State as "telephone solicitors."
This applies to you if any of the following are true:
- Your business is located in Texas
- You market to prospects/customers in Texas (regardless of your location)
- You make marketing calls to Texas numbers
Registration Requirements
Filing Fee: $200
Security Deposit: $10,000
Important: The security deposit typically doesn't require you to tie up cash. Most businesses use a surety bond, similar to business licensing bonds.
